The ‘Forgotten’ Austrian Eight-Wheeler That Humiliated the Patria AMV Across Three Nations D
2006. A conference room in Prague, Czech Republic. Outside, the city moves through its ordinary rhythms. Inside, the Czech Ministry of Defense makes a decision that will cost more than 1 billion, survive a corruption conviction, a canceled contract, a slashed order, a war in Afghanistan, and two decades of political scandal.
They choose a vehicle almost nobody in the Western press has ever heard of. Not a household name, not a trophy purchase. An Austrian 8-W wheeled armored vehicle called the Panda 2, designed by a company most people cannot name. Built in a country not famous for armored vehicles and quietly operating on three continents without a single documentary about it that ends here.
To understand why the Pandora 2 exists, you need to understand the problem that Europe faced at the end of the cold war. For decades, the strategic calculus had been simple. Soviet armor would pour through the fulder gap in West Germany and NATO would stop it. Every vehicle was designed around that collision. Heavytracked infantry fighting vehicles, dense armor, maximum firepower.
Weight was not a problem because nobody planned to fly these machines to a crisis. They were already there, dug in, waiting. Then the wall came down. The threat shifted. Yugoslavia collapsed into blood and fire. Somalia burned. Rwanda drowned. Bosnia demanded peacekeepers, not tank battles.
The new wars were fought in cities, in mountains, on roads that heavy armor destroyed with its own weight. Logistics chains stretched across oceans. Speed of deployment became as important as weight of steel. Europe’s armies had spent 40 years building the wrong vehicles for the wrong war. The answer across multiple NATO armies simultaneously was the wheeled 8×8 armored vehicle.
Eight driven wheels instead of tracks, lower maintenance costs, higher road speeds, strategic airlift capability in a C130 Hercules. Good enough cross-country mobility for the new battlefield. Not a replacement for tanks. A compliment, a fast, versatile platform that one crew could configure as a troop carrier, a command vehicle, a mortar platform, or an ambulance depending on the mission.
France developed the VBCI. Finland developed the Patria AMV. Germany developed the boxer. The United States developed the striker and Austria through a company called Daima Puh Spetzel Fartsy developed the Pando. The original Pando was a six- wheeled vehicle. Its first prototype was demonstrated to the Austrian army in 1985.
By 1996, it was in Austrian service, equipping the Bundesphere with a light, fast deployable platform suited to the Alpine and Balkan missions Austria increasingly faced. 68 of them entered service. They were modest vehicles, honest vehicles. No revolutionary technology, no exotic materials, no boastful specifications. They worked. They kept working.
That was the point. Leuk looked at that foundation and asked a harder question. What if the platform were bigger? What if eight wheels instead of six could carry a heavier turret, a larger crew compartment, more protection, more payload without becoming so heavy that it lost the fundamental advantage of strategic deployability? The engineering answer was the Panda 2.
an 8 by8 longer hull, greater payload, the same DNA rescaled and rethought for a larger mission. The first prototype was completed in 2001. In 2003, General Dynamics acquired Star Da Spezial Farts, folding it into General Dynamics European Land Systems as GDS Stair. The American defense giant now owned three competing 8×8 designs simultaneously.
The Panda 2 from Austria, the Prime family from Mo A in Switzerland, and Santa Barbara System in Spain. The irony was not lost on the competition. The same corporation was selling rival platforms to rival customers. The Pander 2 would have to win its contracts on its own terms.
The vehicle that emerged from that lineage was not the largest 8×8 in the market. It was not the most heavily protected. It was not the cheapest. What it was was configurable. The Panda 2’s modular hull was designed from the outset to accept radically different mission equipment packages, one base platform, a dozen operational roles.
The drivetrain sat within the armored hull, leaving the mission bay free. You could bolt on a 30 mm autoc cannon turret or a 105 mm direct fire gun or nothing at all, filling the bay with troops instead. The specifications were solid without being spectacular. The hull was all welded steel, roughly 7 1/2 m long and 2.67 67 m wide.
Combat weight ran around 22 tons with add-on armor fitted, heavier than some rivals, lighter than others. The engine was a Cumins straight 6 turbo diesel producing 335 kW, approximately 450 horsepower mated to a ZF6-speed fully automatic transmission with a torque converter and a retarder. It gave the Panda 2 a maximum road speed of 105 kmh.
The range on a single fuel load was approximately 700 km. The first two axles steered. A steering brake on the rear axles helped the vehicle tighten its turning circle. Automatic drivetrain management switched power between axles without driver input. The suspension was independent on each wheel, giving good cross-country articulation. The vehicle could swim.
Twin propellers mounted at the rear pushed it through water at approximately 10 to 11 kmh. A capability that mattered enormously in low-lying terrain, river crossing scenarios. And as it turned out, in Southeast Asian archipelos, protection was graduated. The baseline hull defeated 7.62 mm rounds.
Add-on armor packages brought the standard up to defeating 14.5 mm armor-piercing rounds at 100 m. Mine protection came through a spool liner, a decoupled floor panel, and crew seats suspended from the roof and walls rather than bolted to the floor, absorbing blast energy before it reached the soldiers.
The vehicle met the STA NAG4569 standard at level four in some configurations, though this varied by national contract and armor package. Two crew operated the vehicle. Up to eight fully equipped troops could ride in the back with a turret fitted. Remove the turret and the passenger count climbed to 12.
The internal volume was by the standards of the era generous. Soldiers could stand upright. Equipment could be stowed properly. The ramp at the rear opened fast. The first serious customer was Portugal. In a tender opened in 2003, the Portuguese army was replacing its aging armored fleet and needed a modern wheeled platform for its intervention brigade and naval infantry. The rivals were serious. M A was offering its Piranha, the vehicle that would later evolve into the Striker. Patria was offering its AMV.
General Dynamics was offering its own Panda 2. Portugal chose the Panda 2 in December 2004. On the 15th of February 2005, General Dynamics signed a contract worth €482 million, approximately €365 million to produce 260 vehicles with an option for a further 33. A €316 million euro offset agreement would see significant production transferred to a Portuguese facility called Fabra.
It looked like a triumphant opening. It became a disaster almost immediately. The first batch failed Portuguese acceptance tests in October 2007. The vehicles did not meet the technical requirements as delivered. General Dynamics disputed the assessment. Portugal stood firm. In 2009, GDELS moved production from Portugal to the Czech Republic, which Portugal interpreted as a violation of the offset agreement.
Relations deteriorated sharply. In October 2012, the contract was terminated. By that date, 166 vehicles had been built. After extended negotiations, a settlement was reached in September 2014, and General Dynamics delivered 22 additional units. By August 2015, Portugal ultimately fielded 188 Panda 2 vehicles.
They were configured in roughly nine variants. troop carriers with 12.7 millimeter machine guns, 30 infantry fighting vehicles fitted with the SP 3030 mm autoc cannon turret. Five anti-tank carriers with the TITA launcher, command vehicles, ambulances, mortar carriers, recovery vehicles, signals vehicles, surveillance platforms.
The Marines received variants with enhanced water capability and level three armor protection. The army vehicles were built to level four. Portugal would later deploy six Pandora 2 vehicles to the Central African Republic as part of the UNMUSCA mission. Operating in a robust peacekeeping environment alongside its paratrooper contingent, the vehicle performed without notable incident.
Portugal subsequently studied a midlife upgrade to replace the 12.7 mm machine gun installations with 30 mm autoc cannon stations, acknowledging that the base vehicles remained viable well into the 2020s. The story of Portugal with its canceled contract and bitter settlement would have been enough to sink many platforms.
The Pandora 2 survived it. The reason was what was happening simultaneously in central Europe. In 2005, the Czech Republic opened a competition to replace its Soviet era OT64 wheeled armored personnel carriers. These were cold war relics, fine vehicles in their time, no longer adequate. The Czech army needed a modern 8×8 that could carry troops into NATO operations, survive roadside bombs, and fight as an infantry fighting vehicle if required.
The budget was substantial. The political stakes were high. The winning contractor would not just sell vehicles. They would transfer technology, establish local production, and anchor Czech defense industry for a generation. The rivals this time included the Patria AMV from Finland and the Boxer from Germany alongside the Pandora 2.
In the trials conducted around 2005 and 2006, the boxer was eliminated when it failed the required water crossing tests. The competition narrowed to two vehicles, the Finnish AMV and the Austrian Pandora 2. The Czech Republic chose the Pandora 2. On paper, the original deal was for 234 vehicles with a firm order for 199 plus a 35 vehicle option at a contract value of up to 23.
6 billion Czech crowns, approximately 1.4 4 billion. It was the largest defense procurement in Czech history at that point. Then it collapsed. In November 2007, the vehicles presented for Czech acceptance testing failed 24 of the 93 required criteria. On the 11th of December 2007, the Czech Ministry of Defense cancelled the contract for the 199 vehicle firm order, citing a failure of the vehicles to pass mandatory control tests.
The money had not been paid. The vehicles had not been delivered. The deal as written was dead. What followed exposed something far more troubling than a technical failure. Marik Dalik was a senior aid to Czech Prime Minister Mirik Topalanic. In November 2007, the same month the vehicles were failing their tests.
Dalek allegedly attended a meeting at a Prague restaurant called Umalaru. According to the prosecution, he demanded $18 million from Sty in exchange for keeping the Panda 2 contract alive and ensuring Czech government support. The allegation was not of a minor irregularity. It was of a straightforward demand for a bribe paid from the belly of a weapons deal.
The case went through the Czech courts over years. Dick was convicted. Prague’s municipal court sentenced him to 5 years in prison and a 5 million Czech crown fine. The Supreme Court ordered a retrial. After the retrial, the 5-year sentence was upheld. Dalek began serving his sentence in November 2017.
The Topalanic government, already weakened, collapsed in March 2009. The contract meanwhile was renegotiated on the 13th of March 2009. The Czech government approved a scaledback deal, 107 vehicles at a cost of 14.4 billion Czech crowns, approximately 650 million with an agreement for 153% value in industrial offsets.
Czech media reported that the Czech Republic paid approximately 134 million Czech crowns per vehicle, while Portugal had paid approximately 40 million Czech crowns for comparable vehicles. The Czech Ministry of Defense attributed the difference to added technology, Czech specific configuration requirements and the domestic assembly arrangement.
Critics attributed it to the corruption that had surrounded the procurement. The first 17 vehicles came directly from Austria. The remaining 90 were assembled in the Czech Republic by VOP025 at Novi Jesin under GDELS supervision. Deliveries ran from 2009 to 2013. The Czech Pandora 2 designated the KBVP in its infantry fighting vehicle configuration was built to a specific standard.
72 KBVP infantry fighting vehicles carried the Raphael RCWS30 remote weapon station mounting the 30mm Mark 44 Bushmaster two autoc cannon a 7.62 62mm coaxial machine gun and two spike LR anti-tankg guided missiles. 11 company command vehicles, eight reconnaissance vehicles, eight reconnaissance vehicles fitted with battlefield surveillance radar, four medical evacuation variants, four engineer variants, total 107 vehicles.
The order that had begun at 234 ended at 107. In 2010, Czech Pander 2 vehicles deployed to Afghanistan. The Czech contingent operated in Logar Province, southwest of Carbal, alongside American forces at Shank Base. The terrain was unforgiving. The threat was improvised explosive devices, small arms ambushes, and indirect fire.
The Panda 2 was not a mine resistant ambush protected vehicle. It had not been designed specifically for the counterinsurgency environment of Afghanistan. The Czech army adapted. A small number of vehicles designated the M1RVS variant were uparmored with additional steel and bar armor. The water propulsion system was deleted because no river crossings were required and the weight saving improved protection margins.
The vehicles operated under fire. The Czech experience in Afghanistan was not a clean triumph. The armor, even up armored, was tested by the bomb-making ingenuity of insurgents who had spent years defeating American and British vehicles far better resourced for the task. But the pander held Czech soldiers came home.
The vehicle was not broken by the deployment. It was proven by it. The second significant procurement package came in February 2017 when Tatra Defense Vehicle signed a contract worth approximately $82 million for 20 additional Panda 2 vehicles in command and communications configurations, six battalion command variants, 14 communications and liaison variants.
These vehicles had improved armor meeting STAG 45569 level 3 and level 3A standards and carried Harris communication systems compatible with NATO architecture. Deliveries completed around 2018 to 2020, bringing the Czech total to 127 vehicles. The Czech Pandora 2 equipped the fourth rapid deployment brigade centered on the 41st, 42nd and 45th mechanized battalions.
This is the Czech army’s primary high readiness NATO contribution. The force the Czech Republic presents to the alliance as its rapid reaction capability. When Czech troops deployed to the enhanced forward presence battle group in Lithuania at Rrookler from 2018, they brought their Panda 2 vehicles.
The platform that had survived scandal court cases and Afghanistan now stood on NATO’s eastern flank 200 km from the Russian border. The platform survival in check service, however, was increasingly complicated by age. The vehicle software in some systems was reportedly still based on Windows 98.
Availability rates in the fleet had deteriorated as the vehicles accumulated mileage and the maintenance infrastructure that should have been established at the beginning of the program was instead built slowly under pressure years into service. By 2024, the Czech Ministry of Defense had made a significant decision.
The existing 127 vehicles would not be upgraded. They would be replaced. A competition for approximately 250 new 8 by8 vehicles for the fourth rapid deployment brigade was opened with a feasibility study submitted in December 2025 and a procurement decision expected after 2027. Deliveries beginning around 2029 to 2030.
The candidates include the Pandora 28×8 EVO from Tatra Defense Vehicle, the Patria AMVXP from Finland, and the Artch Boxer from Germany. The same rival that lost the water crossing test in 2006 is back. The outcome is not decided. The story of how the Panda 2 passed out of Austrian hands into Czech ones is itself worth telling.
By approximately 2015, General Dynamics had largely ceased active marketing of the Pander 2. The platform had been overtaken commercially by the Patria AMV, which had won Poland, Croatia, Slovenia, and a succession of other contracts that the Pandora 2 had contested and lost. GDELS licensed and eventually transferred the rights to market, produce, develop and export the Pandora 2 to the Czech company Excalibur Army, part of the Czechoslovak Group, the defense industrial conglomerate known by its initials CSG. Tatra defense vehicle, also part of CSG, became the manufacturer at Copriveness, the same town where Tatra trucks have been built for over a century. The transfer was consequential. Austria, the platform’s birthplace, continued producing its own six- wheeled Panda variant and investing heavily in the Panda 6×6 EVO. In February 2024, Austria signed a contract
worth approximately 1.8 billion for 225 pounder 6×6 EVO vehicles in 12 configurations, including 120 mm motor carriers, air defense variants, and electronic warfare platforms. The 6×6 built in Vienna remained Austrian. The 8×8 built in Caprnis became Czech. The third customer was the furthest from central Europe.
Indonesia sits across 17,000 islands and a strategic geography that no planner can ignore. Control of the Malaca Strait, the South China Sea to the north, the Torist Strait and the Indian Ocean to the south. A country of 270 million people that needs to project force across water, through jungle, and into urban environments simultaneously.
The Indonesian armed forces had long operated a mixture of Soviet and Western equipment, upgrading opportunistically as budgets allowed. In the early 2010s, the Army began looking at a modern infantry fighting vehicle to replace aging equipment. The Panda 2 arrived in Indonesian conversations through Excalibur Army and the Czechoslovak Group.
Partnered locally with PT Pindad, the Indonesian state-owned defense manufacturer in Bandung. The vehicle was marketed locally as the Pindad Cobra 8×8, giving it an Indonesian identity. Even though the hull came from COPIS, in November 2016, Indonesia signed an initial agreement worth approximately $39 million that included four trial Panda 2 vehicles among a wider package of Tatra trucks and rivercrossing equipment.
The four vehicles were publicly shown for the first time on the 5th of October 2017 at the 72nd anniversary of the Indonesian National Armed Forces at a ceremony in Jakarta. They arrived in multiple configurations, including an ARS REM AX 12.7 mm remote weapon station, an ARS UT30 Mark 230 mm unmanned turret, and a CMI 105 mm fire support vehicle.
On the 22nd of February, 2022 with then defense minister PBO Subanto as witness, a formal technology transfer agreement was signed, giving PT Pindad the license for local assembly in Bandandor. A contract for 23 series production vehicles was finalized in December 2019. Assembly of the series order began in Indonesia.
11 units began arriving in August 2023. 10 vehicles were formally handed over on the 28th of February 2024. On the 2nd of October 2024, 23 vehicles were delivered at Mon Square in Jakarta, completing the series order. The Indonesian vehicles were configured primarily as infantry fighting vehicles carrying the Elbbit and Aries UT30, MK2 unmanned turret with the 30 mm mark 44 Bushmaster 2 autoc cannon, a 7.
62 mm pendad coaxial machine gun and full fire control. Additional armor from Raphael, an SSA X500 steel hull bottom, a wave breaker for tropical water operations and tropical environment kits completed the package. The vehicle was amphibious and would need to be and archipelago state does not fight on dry land alone. The confirmed total in Indonesian service stands at approximately 23 series vehicles plus four trial vehicles, roughly 27 platforms in all.
Indonesia has expressed aspirations toward up to 250 vehicles over time. Though no large follow-on contract has been confirmed as of early 2026, the operational deployment came quickly. In 2025, Indonesia prepared 18 Panda 2 infantry fighting vehicles alongside 12 Pindad Noa 6×6 vehicles for deployment with the Garuda contingent to UNFIL in Lebanon, replacing the Marine Corps’s aging Russian BTR8 fleet, training of approximately 80 peacekeepers at PT Pindad in Bandung ran through March 2025. The Panda 2 vehicles were confirmed in theater in Lebanon by late 2025. A vehicle that had fought in Afghanistan with Czech soldiers in 2010 and had served a Portuguese peacekeeping contingent in Africa now stood watch on the blue line between Lebanon and Israel under the United Nations flag. The honest accounting of the Panda 2’s career requires looking at the deals it did not win alongside the deals it did.
The Finnish Patria AMV is the Panda 2’s most important commercial rival. The two platforms competed directly through the 2,000 years in a succession of European tenders. The results were not close. The Patria won Croatia in 2007, winning after trial reports suggested the Panda 2 had suffered an oil leak and a tire failure during testing. It won Slovenia.
It won Poland in 2002 and went on to become the Polish Rosomac with over 690 vehicles ordered. Poland’s primary wheeled fighting vehicle, the South African Badger program, Sweden, the United Arab Emirates, Finland’s Own Army, Japan’s WAPC replacement. The Patriot AMV accumulated more than 1,400 ordered vehicles, making it the most commercially successful European 8×8 of its generation by a significant margin.
The Panda 2 was not without advantages. It was lighter than the AMV in its base configuration, giving it a marginal edge in Airlift. Its modularity was genuine rather than theoretical. And in Portugal and the Czech Republic, the offset and local production arrangements it offered were decisive factors, suggesting that the procurement decisions were not purely technical, but reflected the industrial and political realities of defense procurement.
Poland wanted Polish production of its AMV, and Patria delivered that. Portugal and the Czech Republic wanted local production of their Panda 2 and GDELS and later CSG delivered that. The honest verdict is that the Panda 2 won where offsets and industrial partnerships were the primary currency.
It lost where the trials were open and the technical scoring was paramount. That is not unique to the Panda 2. It describes how the armored vehicle market has worked for decades, but it is worth saying plainly rather than obscuring. The Slovakia competition of 2022 provides a useful coder. Slovakia was seeking a replacement for its BMP2 fleet.
The check offered Pander who reportedly could not meet the required STA nag level three ballistic protection in the offered configuration and carried a per unit cost of approximately 5 to 5.5 million. Slovakia chose the CV90 with the links IFV. The Panda 2 in this instance lost on capability relative to protection requirements.
2006 a conference room in Prague. The decision that seemed so assured, so defining, so permanent. 127 vehicles in Czech service, 188 in Portugal, 27 in Indonesia, a vehicle that began in Vienna and is now manufactured in Corporis, a platform that fought in Afghanistan, peacekeeping in Africa, and stands today on a blueline border in Lebanon.
It has no household name, no film appearance, no iconic image that circulates through internet culture the way the M1 Abrams or the Leopard 2 do. Military enthusiasts in the English-speaking world cannot identify it at a glance. It has never been the subject of a sustained English language documentary. It was never supposed to be glamorous.
Its designers never claimed it would be. Stardime Luke built it because the postcold war world needed a deployable modular honest fighting vehicle that did not cost a fortune to maintain and could fit on a transport aircraft. They built it from a six- wheeled design that had been working quietly since 1996.
They scaled it up, added two wheels, added payload capacity, and sold it to the countries that looked carefully at the problem and decided that competence was worth more than prestige. The Panda 28×8 EVO, developed by Tatra Defense Vehicle, was unveiled in 2025 at the ID exhibition in Berno. New hull, approximately 25 tons combat weight.
S A G4569, level four ballistic protection, and level three mine protection as baseline. Cummins ISL540 engine producing 405 kW 551 horsepower. Elbert UT30 MK2 turret spike LR and Spike LR2 anti-tank missiles provision for loitering munition integration. The water propulsion system was deleted in this variant.
The design team accepted that the protection and payload gains outweighed the loss of amphibious capability. Whether the Czech army buys it to replace the fleet it is now retiring or chooses the boxer or the Patria AMVXP instead will determine whether the platform story continues in its country of manufacturer or becomes an export product only.
The decision will not be made before 2027. The outcome is genuinely uncertain. What is not uncertain is what the Panda 2 accomplished in the years when it mattered. Three nations across three continents looked at a field of famous rivals and chose an Austrian 8-wheeler with an Austrian design philosophy, a German engine, Czech assembly, and Portuguese welds.
They chose it not because it was the most celebrated. They chose it because when the analysis was complete, it did what they needed it to do. The Panda 2 is not the most famous vehicle in this class. It is not the most decorated. It may not be the most capable, but it wore Czech rounds in Logar Province.
It wore Portuguese insignia in the Central African Republic. It wears Indonesian markings today on the blue line in Lebanon. Three nations, three continents, three flags. That is not an accident. That is not luck. That is a vehicle that worked when it mattered.
