The Roland system, the approach geometry, the Sea Harrier attrition risk, the accuracy limitations of unguided bombs delivered at speed against a small grass strip. All of those factors combined to make the air option unacceptable. The review also noted, without embarrassment, that the ground option had achieved what air power could not.
The recommendation that followed was institutional. Closer integration between special forces and air planning in future maritime operations so that when air power identified a target it could not strike, the ground option was part of the same planning conversation from the start rather than an afterthought when the air option failed.
The Hereford debrief’s final note on the Pebble Island operation was a single sentence. The strip was assessed unbombable. We destroyed it anyway, different tool. The RAF review reached the same conclusion from the opposite direction. The strip was unbombable. It had been destroyed regardless. The tool that destroyed it had been walking through peat and setting charges by hand and was already gone before the garrison understood what had happened.
